A desk needs candidates, jobs, and a submit that happens. A generic sales cloud will not parse a résumé.

Recruiter CRM fails when the job, the candidate, and the client live in three spreadsheets — and the submit is a forwarded PDF. The job is: one people-and-req file, a first touch, and (for most desks) an ATS, not just a pipeline.

This ranking is for US independent recruiters and small agencies — not a national RPO bake-off. Recruit CRM publishes seats. Bullhorn publishes a small-agency floor. HubSpot and Pipedrive are generalist skip-ifs.

  • Useful when a VMS or pay-bill vendor already speaks Bullhorn.
  • A known brand when you hire a recruiter who will not relearn a startup ATS.

Watch-outs

  • Five users on Core is $825/month before implementation stories.
  • Pro’s AI suite is quote-only. We will not invent it.
  • Contracts and marketplace apps change the bill. Get them in writing.

  • A path into marketing later — also the trap.
  • Fine as a layer on top of a job board, not a replacement.

Watch-outs

  • No native résumé parser or job-candidate matching as the product.
  • Contact-tier math on paid marketing surprises desks that import old lists.
  • Two systems of record need a rule.
  • Do not buy Sales Hub Professional to look like a tech recruiter.
