Best HR software for startups (2026)

The first ten hires need records, onboarding, and a payday that files. Not a 400-person HCM bake-off, and not a PEO you bought by accident.

Startup HR software fails in two directions. You buy a payroll product and pretend the I-9 folder is a strategy. Or you buy an HRIS with performance cycles and eNPS dashboards before anyone has a manager. The job for a team under ~50 is: one employee record, onboarding that finishes, time off that does not live in Slack, and a payroll or PEO decision you can defend.

This ranking is for US-first startups and agencies hiring W-2s. We left enterprise HCM (Workday-class) off on purpose. We also separate payroll software from a PEO: Justworks is on the list because founders shop it as “HR,” but it is a different contract. Mixing the two without a skip-if is how you co-employ the company by accident.

Skip if

You already need a system of record for performance, ATS volume, and compensation bands — or you want a PEO wrapper for benefits. Gusto is a payroll-and-HR desk, not BambooHR Pro.

Why it ranks

  • The first-hire job is payroll taxes, offer-letter paperwork, and benefits next to payday. Gusto still does that with a published bill.
  • You can estimate a ten-person month on a napkin. That is rare in this category.
  • HR tools (PTO, handbook-adjacent docs, onboarding) sit on the same employee as the paycheck.
  • Contractor payments stay first-class if the “startup” is still half 1099s.

Watch-outs

  • Simple is single-state. A second work state usually means Plus.
  • It is not a deep performance or compensation suite. Do not expect BambooHR Elite’s benchmarking.
  • Per-person fees apply to contractors in months you pay them.
  • If IT provisioning is the weekly pain, you want a Rippling quote, not a bigger Gusto plan.

You have eight people and only need payday plus PTO. BambooHR’s sub-25 floor is a flat $250/month on Core — more than Gusto Simple for the same headcount if payroll is the actual job.

Why it ranks

  • Employee records, time off, workflows, and a light ATS live in one HRIS instead of a Drive folder named “HR final FINAL.”
  • Pro adds performance, 1:1s, and recognition when you actually have managers.
  • You can keep Gusto or ADP for payday and let BambooHR be the people file — a common split.
  • Published PEPM beats a “contact sales” fog for a 30-person shop.

Watch-outs

  • The $250 floor punishes tiny teams. Run the math against Gusto before you “graduate.”
  • Payroll is an add-on, US-only, with its own implementation. It is not why this product ranks.
  • Elite is a compensation-and-benchmarks product. Most seed-stage companies overbuy it.
  • Implementation is a project. Budget calendar time for data cleanup.

Skip if

You have a dozen people and only need payday plus a handbook. Rippling’s modular quote is overkill until IT and HR are the same weekly pain.

Why it ranks

  • The employee record is the product. Hire/fire can provision payroll, benefits, and SaaS seats together.
  • Strong when laptops, app access, and the org chart are already a mess.
  • Domestic and broader workforce modules exist if you later hire outside one state or country.
  • Useful when finance, HR, and IT report to the same founder.

Watch-outs

  • The bill is a stack of modules. A blog PEPM is not your number.
  • Implementation is a project, not a Tuesday night.
  • Comparing “Rippling vs Gusto” without a quote is how you make a bad board slide.
  • You can still be too small for this to be the default.

Skip if

You only want software. Justworks PEO is co-employment. Do not buy PEO Plus because the HR dashboard looks friendly. If you want payroll-only, their Payroll plan exists — and Gusto still publishes a clearer small-team bill.

Why it ranks

  • A PEO can be the right vehicle when group benefits and a compliance wrapper are the job, not a nicer org chart.
  • Published PEO and payroll prices — rare honesty in co-employment.
  • PEO Basic vs Plus is a real fork: HR/compliance vs benefits administration.
  • No implementation fee advertised on the public page, which matters to a seed team.

Watch-outs

  • Co-employment is a legal and operational change. Read the agreement. We are not your counsel.
  • PEO Plus at $124 PEPM is a different budget than Gusto Simple.
  • Leaving a PEO later is a project. Model the exit, not just month one.
  • Global EOR at $599 is a different product than US HR software.

How we picked

The job is US startup HR for roughly 1–49 people: a system of record, onboarding, time off, and a clear payroll or PEO path. We scored published pricing honesty, whether a founder can finish setup without an integrator, switching cost, and whether the product matches the job on the tin. Hands-on use, public docs, and practitioner reports all count. Rank is not for sale.

We left standalone ATSs (Greenhouse-class) and enterprise HCM off this list. Applicant tracking can sit inside BambooHR or a specialist. Workday is not a ten-person problem. We also left PEOs other than Justworks off so this table does not become a benefits-broker bake-off.

Who should skip this whole category

If you only pay yourself an S-corp salary, you need payroll, not an HRIS. If you have no W-2s, start with contractor payments and a handbook template, not BambooHR’s $250 floor. If the leak is IT onboarding, get a Rippling quote or fix your identity provider — do not buy performance management.
