A second work state is a plan change, not a setting you hope is included. Published multi-state filings beat a quote you cannot model.

Multi-state payroll fails when the second hire works from another state and the product you bought is single-state. The job is withhold, deposit, and file in every work state you actually have — then show a founder the bill on a napkin. Nexus, courtesy withholding, and where someone “really” works are questions for a CPA or counsel. Software will file what you set up.

OnPay ranks first because the published card we last loaded treats multi-state filings as included on one SKU. Gusto Plus is the honest second-state step if you want benefits next to payday. Justworks Payroll publishes multi-state on a $50 + $8 card — and sits next to a PEO you can buy by accident. Rippling is the quote when IT and payroll are the same fire.

This is not restaurant, salon, gym, or construction payroll. Those floors have their own pages. A café with one register and one state should not be here. Square Payroll’s multi-state limits are why it is a skip on this list, not a row.

Why it ranks

  • The comparison is the second state. OnPay’s included-filings story is the reason it outranks Gusto Simple here.

  • Pairs with QBO, Xero, or a separate ledger. You are not forced into an Intuit payroll ladder.

Watch-outs

You need the cheapest published multi-state SKU and you will not use Gusto’s benefits desk. That is OnPay until the live pages disagree.

Why it ranks

  • Plus is the usual multi-state plan, and the math is public: ten people is $80 + $120 = $200/month.
  • Benefits, onboarding, and payday share an employee record. That is the job if you are past a pure filing desk.
  • Contractor payments stay on a published SKU if the remote team is still half 1099.
  • Most US bookkeepers already know the export into QBO or Xero.

Watch-outs

  • Simple is the wrong plan the week someone works in state two. Do not “start there and fix it later” through a quarter.
  • Plus at $12 per person is a different budget than OnPay’s $6. Model headcount, not the logo.
  • Premium is not how you become multi-state. It is how you overbuy an HR desk.
  • Per-person fees hit in months you pay people, including seasonal remote contractors.

  • The Payroll plan’s public feature table lists multi-state payroll, filings, and W-2 / 1099s — not only the PEO column.
  • Ten people on Payroll: $50 + $80 = $130/month. That sits between OnPay and Gusto Plus on a napkin.
  • No implementation fee is advertised on the public page.
  • A path into PEO exists later if group benefits become the actual job. That path is also the trap.

Watch-outs

  • PEO Basic at ten people is $790/month. PEO Plus is $1,240. Those are not “HR add-ons.”
  • Co-employment changes who the employer is for benefits and some compliance. We are not your counsel.
  • Time tracking is $8 more per employee. Model it if the remote team will not fill a timesheet elsewhere.
  • Global EOR at $599 is a different product than US multi-state payroll.
