Best payroll software for small business (2026)
Payday is not a feature demo. These four products will actually file taxes for a US team under 50. We ranked them for first hires, not for a 400-person HRIS bake-off.

If you have even one W-2 employee, payroll is a compliance product first and a software product second. The job is: calculate wages, withhold the right amounts, deposit taxes, file returns, and produce W-2s and 1099s on time. A pretty dashboard that does not file is a liability.
This ranking is for US LLCs, S-corps, and agencies with roughly 1–49 people — the band where you still feel every monthly seat fee. We are not ranking enterprise HCM suites, professional employer organizations as a default, or “AI payroll” chatbots. Incacent covers the ops stack. You need native global payroll in a dozen countries, or you already live inside Rippling for devices and IT. Gusto is a US-first payroll and benefits desk.
Why it ranks
- Published, understandable pricing. You can estimate a five-person bill on a napkin.
- Full-service US tax filing on every standard plan, with unlimited payroll runs on Simple and up.
- Benefits administration and new-hire forms sit next to payday, which is the actual first-hire job.
- Contractor payments and 1099s are first-class, including a Contractor Only plan.
Watch-outs
- Simple is single-state. A second work state usually means Plus.
- Per-person fees apply to contractors in months you pay them.
- Add-ons (next-day pay, priority support, some benefits) sit on top of the sticker.
- International contractor payments use per-payment fees, not the domestic monthly math.

QuickBooks Workforce
Teams that already close the books in QuickBooks Online

Skip if
You are not using QuickBooks for accounting and do not plan to. Buying payroll here just to get a familiar logo usually costs more than Gusto for the same headcount.
Why it ranks
- Payroll posts into the same ledger you already reconcile. That is the entire reason this product exists.
- Tax filing is included on the current Workforce plans; Elite adds more white-glove tax help.
- If your CPA lives in QuickBooks, they will stop asking you to export a CSV every other Friday.
- Time tracking and HR extras show up on Premium and Elite if you later need them.
Watch-outs
- You are buying a payroll add-on to an accounting subscription. Budget both.
- Per-employee fees are higher than Gusto Simple on the entry Workforce plan.
- Introductory 50% discounts apply to the base fee, not always to per-employee or state fees.
- If you later leave QuickBooks Online, migrating payroll is a project, not a toggle.

Rippling
Operators who want payroll sitting on the same employee record as devices and apps
Public pricing: Quote-based and modular. Rippling has published starting per-employee figures on its own materials (HRIS and payroll often described around $8 PEPM each, sometimes with a platform base fee). Treat the live quote as the price.
Rippling does not publish a durable public rate card. We do not invent one. Confirm a written quote before you compare it to Gusto.
Skip if
You have five people and only need payday plus benefits. Rippling’s modular quote is overkill until IT and HR are actually the same problem.
Why it ranks
- The employee record is the product. Payroll, benefits, and app access share one hire/fire flow.
- Strong when you already feel the pain of provisioning laptops and SaaS seats by hand.
- Domestic and broader workforce modules exist if you later hire outside one state or country.
- Useful when finance, HR, and IT report to the same founder and refuse to keep three spreadsheets.
Watch-outs
- The bill is a stack of modules. The number on a blog post is not your number.
- Implementation is a project. Budget calendar time, not just money.
- Small, single-state teams usually overbuy.

ADP RUN
Owners who want a name their bank and CPA already recognize

You want transparent online pricing and a product you can set up on a Tuesday night. ADP sells RUN through a conversation.
Why it ranks
- ADP has been filing US payroll taxes longer than most of the SaaS category has existed.
- Package ladder from “just payroll” to light HR, which matches how some 20-person shops grow.
- Useful if a lender, benefits broker, or CPA is already in the ADP universe.
- Garnishments, SUI, and the unglamorous compliance work are the point of the brand.
Watch-outs
- You cannot defend a cost comparison in a staff meeting without a written quote.
- The sales motion is consultative. That is a feature for some buyers and a tax on time for others.
- UI polish is not why anyone picks ADP. Do not expect Gusto’s onboarding vibe.
- Switching off ADP later is possible; it is not a weekend.
How we picked
The job is US small-business payroll: W-2s, 1099s, tax deposits, and a first-hire workflow. We scored published pricing honesty, tax-filing scope, multi-state friction, benefits adjacency, and whether a founder can finish setup without a systems integrator. Hands-on use, public docs, and practitioner reports all count. We do not invent review counts, and we do not sell rank.
We left PEOs (Justworks, Insperity, and similar) off this list on purpose. A PEO can be the right vehicle when you want a co-employment wrapper for benefits. It is a different contract than “payroll software,” and mixing the two in one table is how readers buy the wrong thing.
Who should skip this whole category
If you only pay yourself a reasonable S-corp salary and have no other W-2s, you still need a real payroll product — do not “just write a check.” If you only pay 1099 contractors, start with Gusto Contractor Only or your accountant’s recommendation, not a full HR suite. If you are a solo freelancer with no payroll at all, you want invoicing and a ledger, not this page.
