Best expense management software for startups (2026)

Cards, limits, and a close — not a shoebox. Solopreneur scanners have their own ranking.

By Gregory GreensteinUpdated September 20, 2026Affiliate disclosure

Startup expense management is cards, policy, and AP — not photographing a latte for a Schedule C. If you are still a company of one, read the solopreneur expense and receipt-scanning pages. This ranking is for teams that issue cards and pay vendors.

Ramp and Brex are spend platforms with accounts. Expensify is reimbursements. Melio is bill pay. Mixing those jobs in one table without skip-ifs is how founders buy the wrong firehose.

Prices as of September 20, 2026. Ramp Free is $0. Brex software starts at $0/user. Cards require approval. Fintechs partner with banks. We are not a bank, and this is not tax advice.

01

Ramp

Startups that want cards, receipts, and bill pay in one login before they pay for Plus

8.5 / 10

Public pricing: Free $0/user/month. Plus $15/user/month plus a platform fee by team size (~20% off annual). Enterprise quote-only.

Ramp pricing (ramp.com/pricing), reviewed September 20, 2026.

Skip if

You have no credit need and no team cards. A $0 plan you cannot get approved for is not a product.

Why it ranks

  • Free is a real product: unlimited cards, receipt matching, QBO/Xero, bill pay.
  • Limits and lockouts are the policy engine a 15-person company actually needs.
  • AP and cards share a vendor so finance is one person.
  • Useful the week after the first hire.

Watch-outs

  • Approval is not guaranteed.
  • Plus has a platform fee on top of $15/user.
  • Treasury yields on the marketing page are not a promise to you.
  • Partner-bank insurance rules apply.

02

Brex

Startups that want cards plus a $0 business account in one brand

8.1 / 10

Public pricing: Business account $0 on the public card; $0 domestic wires/ACH/checks on the fee schedule. Software $0/user starter; Premium $12/user/month; Enterprise quote.

Brex pricing and fee schedule, reviewed September 20, 2026.

Skip if

You only need reimbursements and already have Mercury. Brex is a spend + account stack.

Why it ranks

  • Virtual cards and the operating account can share a login.
  • Published $0 wire schedule matters for counsel and payroll.
  • Controls scale when you suddenly have ten cardholders.
  • Sits on our startup checking ranking for the same reason.

Watch-outs

  • Eligibility is real. Seed-stage does not mean approved.
  • Premium is a software bill.
  • Not the calmest product for a reimbursements-only shop.
  • We are not your underwriter.

03

Expensify

Teams that reimburse personal cards more than they issue corporate ones

7.9 / 10

Public pricing: Collect $5 per member/month. Control $18 annual / $36 pay-per-use; card discount can cut Control as low as $9 / $18.

Expensify Help pricing, reviewed September 20, 2026.

Skip if

You will put spend on Ramp/Brex cards. Expensify Control’s $9 headline is a card-spend discount, not list.

Why it ranks

  • Reimbursement is the job. Founders who refuse corporate cards still need a close.
  • Collect is cheap for a small team that only needs capture and payout.
  • QBO/Xero export.
  • Optional Expensify Card — you are not forced onto it for Collect.

Watch-outs

  • Budget $18 Control unless the card discount is actually your plan.
  • Per-member, not per-receipt.
  • Not an AP platform. That is Melio or Ramp Bill Pay.
  • Travel add-ons extra.

04

Melio

Startups whose leak is paying vendor bills, not employee T&E

7.6 / 10

Public pricing: Public plans include a free Go-class tier and paid Core / Boost / Unlimited cards commonly listed from about $25 / $55 / $80 per month. ACH is the cheap rail; cards cost more. Confirm melio.com/pricing.

Melio official pricing materials, reviewed September 20, 2026.

Skip if

You need corporate cards and travel policy. Melio is AP / bill pay. See Is Melio worth it.

Why it ranks

  • Vendors get paid without handing them your operating login.
  • ACH-first math is why bookkeepers recommend it.
  • Useful when Ramp/Brex AP is more than you need.
  • A defined job: bills, not travel.

Watch-outs

  • Card payments to vendors are a fee conversation.
  • Not a T&E suite.
  • Paid tiers exist for approvals and volume.
  • Still not your accountant.

How we picked

The job is startup spend control for US teams under ~50. We scored cards vs reimbursements vs AP, published prices, and approval honesty. BILL.com and Navan are different buyers; we kept four.
